| dc.description | [spa] El SIMORE es una herramienta informática que facilita la sistematización de las recomendaciones internacionales realizadas al Paraguay por los mecanismos del Sistema Universal e Interamericano de derechos humanos y permite el acceso público a información actualizada sobre las acciones desplegadas por las instituciones del Estado, vinculadas al cumplimiento e implementación de las mismas. La investigación se propuso como objetivo analizar el impacto que ha tenido el SIMORE en Paraguay para el cumplimiento de las recomendaciones en materia de derechos humanos. Para ello, se tomaron como unidad de análisis los Informes Nacionales presentados por el Estado paraguayo en el marco del Examen Periódico Universal y ante el Comité para la Eliminación de la Discriminación Racial (CERD). La puesta en marcha del SIMORE genera un impacto positivo en el proceso de elaboración de informes de derechos humanos presentados por Paraguay, sobre todo en la agilización de la redacción de documentos, mayor calidad de la información reportada y mejoramiento de la participación de las organizaciones de la sociedad civil. Dichos beneficios fortalecen el compromiso del Paraguay en el cumplimiento y seguimiento de las recomendaciones internacionales. | |
| dc.description | [eng] SIMORE is a software tool that facilitates the systematization of the international recommendations made to Paraguay by the mechanisms of the Universal and Inter-American Human Rights System and allows public access to updated information on the actions deployed by the institutions of the State, related to the fulfillment and implementation thereof.. The objective of the research was to analyze the impact that SIMORE has had in Paraguay in order to comply with the recommendations on human rights. To this end, the National Reports presented by the Paraguayan State in the framework of the Universal Periodic Review and before the Committee for the Elimination of Racial Discrimination (CERD) were taken as a unit of analysis. The implementation of SIMORE has a positive impact on the process of elaboration of the human rights reports presented by Paraguay, especially in streamlining the drafting of documents, improving the quality of reported information and improvement of participation of civil society organizations. These benefits strengthen the commitment of Paraguay to comply with and follow up on international recommendations. | |
